Definition

Statistical Budget Billing is a deferred execution financial procedure where monthly installment amounts intended to flatten a customer’s payment curve are maintained purely as shadow data without functionally logging real accounts-receivable general ledger debit entries until physical payment clears.

Business Purpose and Architecture

Certain legal retail environments prohibit a utility from recognizing revenue or recognizing legal debt for energy that has not yet been consumed. Architecturally, Statistical Plans circumvent this.
